Early-life exposure to County Health Departments (CHDs), which provided affordable healthcare in underserved areas, is linked to about 0.9 months of additional longevity for those exposed in-utero up to age 4. The benefits are stronger for non-White individuals and those with less-educated parents. These health improvements in early life also led to better education, income, and reduced infant mortality. Overall, CHDs contributed to roughly 97,287 life years gained, with an estimated value of $13.6 billion, far exceeding their operating costs.
